Per the Center for Michigan:
House Bill 5671 would require:
"Collection of data on the benefits provided by each local unit of government." "A report on the benefits provided under public employer plans and… a projection of the cost to cover all public employees using the average figure determined from the reports."And House Bill 5638
"... simply requires that all public employers — the state, local school districts, colleges and universities, local governments, etc. — pay no more than 85 percent of the premium costs for employee health care."

While I understand the need to control health care costs, asking units of government to send in even more reports is not a solution. The state needs to take a leadership role in this and establish a common pool. All this is doing is driving up the cost of government.
