Under the current system there are still large differences in the per pupil funding levels of local school districts. The Practitioners Summit realizes that a) it is cost prohibitive to expect the state to increase every district’s funding level to the top of the funding continuum and b) that the state will not impersonate Robin Hood - balancing funding by taking from the rich and giving to the poor. Given these realities there must be some kind of local and/or regional option available to communities for generating operating funds. The local option must be restricted lest the system of funding public schools revert back to a pre-Proposal A model.
