I can't access the article but the implication is that school districts withhold funds for books and supplies and the teachers are complaining. In my experience school districts will cut everything including books and supplies to get a teacher contract. It's the teacher union that creates the shortfall and they want their raises before anything else. This is exactly why "The Summit" is proposing a categorical allotment for books and supplies. This way, the money can only be used for this purpose.
The state, the legislature and governor need to quit criticizing local school districts and establish a SYSTEM that facilitates learning and cuts the level of conflict. It's time for them to DO THEIR JOBS!!!
