It doesn't make sense to give districts extra money as a reward for saving money. The savings is a reward in itself. Then there's the possibility that districts are already doing there at level that maximizes efficiency. Sounds like Pete Hoekstra recognizes this too. This is just another example of a politician making stupid slanderous statements as an excuse for not doing his job.
