"Three significant barriers stand in the way of making school system consolidation a reality:
varying student funding levels, employee contracts and various debt levels within school districts.
According to state law, for instance, if two districts with different levels of funding consolidate, the combined district will get the lower funding -- a disincentive for districts that could lose money.
These issues would have to be resolved if district consolidation is to be seriously considered, education experts said. But most important, a case needs to be made that merging districts makes financial sense."

How did all those politicians who have been encouraging schools to take this course of action not know this? This people are incredibly, well, stupid. They need to quit pointing fingers and DO THERE JOBS. They also need to quit talking like they know everything and take some time to EDUCATE THEMSELVES. This is pathetic!
