House Republicans budget plan focuses on cuts. . .
Proposes to cut $412 million from the $13 billion School Aid Fund, "maintain the per-pupil foundation grant for K-12 districts at the current level . . . eliminate a $103 million program for low-income and at-risk preschoolers. "
